Steven qualified as a Mechanical Engineer and then joined the United Kingdom Atomic Energy Authority (UKAEA) to work as a research and development engineer at the Atomic Energy Research Establishment at Harwell. In 1986 he moved into internal management consultancy work and headed the UKAEA’s Efficiency Unit.
Steven has been involved in strategic property projects since 1990, holding the posts of Head of Strategic Projects Team of UKAEA Estates, Property Manager for Culham Science Centre, Development Manager for UKAEA’s Southern Property Group and Head of the Central Property Unit.
From 2007 to 2009, Steven was Head of the UKAEA’s Property Development Unit, preparing and implementing the property asset management strategy for latent major ‘science park’ assets. During this time, he was Programme Manager for the Harwell Science and Innovation Campus Joint Venture that was to unlock the full potential of the Harwell Campus.
With this phase of work complete, Steven took up independent development, planning, advisory and consultancy work in 2009. From 2009 to 2011, he was the first Project Director for Science Vale UK, a Partnership between the STFC, the UKAEA, MEPC, the Harwell Campus and other local government bodies to promote southern central Oxfordshire as a global hotspot for innovation.
Steven returned to the UKAEA in 2012, taking up the newly established post of Head of Property from 2013 to 2016. He is currently advising UKAEA on Culham Science Centre and the Harwell Campus.
Since 2009, he has been Secretary of the Oxfordshire Business Park Managers Forum.
Steven is a Companion of UKSPA (the UK Science Parks Association) having served as a member of the UKSPA Board from 2004 to 2007 and contributed to several UKSPA initiatives.
